JACKSONVILLE, Fla. — JEA will change CEOs for the fifth time in six years when Jay Stowe's tenure ends and the board moves someone else into the top executive position for the utility whose monthly electric and water bills affect thousands of households and businesses across the Jacksonville area.

Stowe came to JEA from Tennessee in late 2020 when Jacksonville still was feeling the aftershocks of the attempted sale of the city-owned utility in 2019 that spawned a criminal investigation resulting in a federal jury convicting former CEO Aaron Zahn on conspiracy and fraud charges in March.

City Council member Rory Diamond said in a message posted on X that Stowe "settled the waters at a very difficult time."

"For our new CEO, we need someone who is highly competent but also understands to their core that JEA must be a positive force for our community," Diamond said.

The JEA board will convene at 2 p.m. Monday in a special meeting to "discuss and/or take actions regarding personnel matters and other JEA business."
