JACKSONVILLE, Fla. — All lanes on Phillps Highway from Reba Avenue to University Boulevard W. were blocked early Thursday due to a fire at a recycling plant in the 4700 block of Philips Highway. Crews remained at the scene at 6:30 a.m. battling the fire and the road remained closed.
