Neptune Beach police arrest Jacksonville woman in connection to January 2023 fentanyl death

NEPTUNE BEACH, Fla. — A Jacksonville woman is in custody in connection to a fentanyl-related death from early last year, according to the Neptune Beach Police Department.

On Jan. 12, 2023 the NBPD Criminal Investigations Division conducted a death investigation at 1100 Seagate Ave. where a 44-year-old man, Jonathan Dicker, was found dead. He was found unresponsive by a pest control worker, according to a police report. 

Taasha Bullard was arrested on Feb. 23 and charged with manslaughter, sale or delivery of fentanyl, and unlawful use of a two-way communication device. The report said Bullard and the victim had exchanged text messages. 

After facilitating the sale between Jan. 4-Jan. 9., Bullard asks about the victim's condition and does not receive a reply from Jan. 13-21, the report said. Four blue pills were found in the residence, but foul play was not suspected, the report said. 

Over the course of a year, NBPD, which worked with the Jacksonville Sheriff's Office Overdose Unit, began an investigation attempting to identify the source of the illegal drug. Working with the District IV Medical Examiners Office, it was determined the victim died from a fentanyl overdose.
