JSO: Suspect critically injured in Northwest Jacksonville officer-involved shooting

The shooting happened in 7800 block of Jones Road, according to the Jacksonville Sheriff's Office.

JACKSONVILLE, Fla. — One man is in critical condition after an officer-involved shooting Friday morning in Northwest Jacksonville.

“Honestly, at first I thought it was a car accident," Zerlina Davis said. “Then more police presence came. I saw the media come, and I was like, ‘What’s going on outside?’”

Zerlina Davis lives in the area and said it's normally very tranquil.

“I'm shocked," Davis said. "I'm very shocked that it would happen out here. It’s so quiet that you very rarely see a police car out here, unless they live in the neighborhood.”

Several units involved in a multi-jurisdictional investigation went to a trailer in the 7800 block of Jones Road to serve a warrant, according to Jacksonville Sheriff's Office Chief of Investigations T.K. Waters.

Among the agencies involved were JSO, the St. Johns County Sheriff's Office, the U.S. Marshals and the Florida Department of Law Enforcement, Waters said.

Once at the scene, authorities used a PA system to order the suspect, 37-year-old Arnold Frazier Hagar, to exit with his hands up, Waters said. Hagar was wanted for eight counts of sexual battery on a child in Maryland, Waters explained.

Hagar fired one shot from the trailer in an unknown direction, then several more shots after, according to Waters.

“Shortly after that, the suspect exited his trailer with his firearm in his hand, which turned out to be a black semiautomatic handgun," Waters said, "Once FDLE agent and three JSO officers opened fire, striking the suspect several times.”

Hagar is in the hospital and listed in critical condition, Waters said. No officers were injured in the incident.

The JSO officers involved have all been placed on administrative leave, per the department's policy.

“You never hear anything besides cows mooing," Davis said. "It’s quiet. You see people riding their horses up and down the street. It’s a quiet, peaceful neighborhood.”

The identities of the officers will not be released due to Marcy's Law.
