SOCHI, Russia - The president of the International Olympic Committee has declared the Winter Games in Sochi to be closed. IOC chief Thomas Bach says athletes and visitors to the games have "enjoyed exceptional conditions."
He spoke at the closing ceremony, a farewell from Russia that is featuring fireworks, a tour through Russian history and culture and a look ahead at the next Winter Olympics city, Pyeongchang in South Korea. A raucous crowd is eating it up.

Russia's $51 billion investment transformed a decaying resort town on the Black Sea into a household name. Warnings of terror threats and attacks before the games didn't materialize, and Bach praises Russian President Vladimir Putin for "his personal commitment to the extraordinary success" of the Sochi Games.
