The Allied Veterans of the World scandal has prompted a proposal to tighten the rules on nonprofit organizations.
State Agriculture Commissioner Adam Putnam unveiled the legislation on Wednesday at a Florida Nonprofit Alliance meeting.
The bill would increase reporting requirements for larger charities and ban organizations that have broken the law in other states from coming to Florida.
It also would make it more difficult to shift money among different groups without drawing attention, which Putnam said Allied Veterans did.
Fifty-seven people associated with Allied Veterans were arrested and accused of hiding an illegal gambling ring as a charity.
