JACKSONVILLE, Fla. -- The Jacksonville Sheriff's Office has arrested a child care worker on allegations she punched a child in the face.
Police received a complaint from the Department of Children and Families July 25 that 30-year-old Shelia Rose, an employee at Small Blessings Learning Center on Blanding Boulevard, had punched a child at the facility in the head.
JSO was notified after the July 17 incident was reported to DCF by the victim's aunt. The aunt filed a complaint with DCF after the child came home with a black eye. When the aunt questioned the child, she was told Ms. Rose hit them.
A DCF Child Protection Investigator reviewed surveillance footage from inside the child care facility. The video showed Rose strike the child more than once.
The surveillance footage shows Rose hit the child, causing them to fall backwards, according to the report. When the child sat back up, Rose flinches at them, as if she is going to hit them a second time. Rose is then seen hitting the child a second time, causing the child to fall backwards to the ground.
Officers contacted Rose and she agreed to meet them at her home but she was not there when police arrived. Rose then gave police a second address to meet her but once again she was not there , according to the report. When police tried to reach her again, her phone went to voicemail.
According to the report, police did not interview the victim due to the victim's age and because, according to the report, there was video of the incident that clearly shows Rose hitting the victim twice in the head and face area.
Shelia Rose turned herself into police July 28. She was arrested and charged with one count of child abuse - intentional infliction of physical or mental injury. She was released from the Duval County Pretrial Detention Facility after posting $2500 bond.
