Burton suffered a concussion in a 29-27 Jaguars' win over Tennessee on Nov. 10 and has not played since. The three-year pro had eight catches for 76 yards in four games this season.
The Jaguars also signed wide receiver Chad Bumphis to the practice squad and waived wide receiver Marcus Jackson.
