He has served as a Guardian ad Litem and a Court appointed Educational Advocate; on the Child Advocacy Committee, Seamark Ranch and on the Board of Directors, Voices for Children.
Elected to the Board of Education (Ridgefield, Conn) and currently serving on the School Board (Clay County, Fl.), he has been appointed to several Governors' Advisory Committees (Conn and N.Y.) on education.
Farrell served as the Chairman of the Board, Center for the Book (Conn); the Board of Directors, The Book Industry Study Group (N.Y.), and currently serves on the Board of Directors of the Florida School Board Association (Fl.) and the Education Foundation (Clay County, Fl.).
He has sat on the Executive Committee, L. B. Dryfus School, Fairleigh Dickinson University (N.J.); Board of Trustees, Stowe School (Vt.)
Farrell sits on numerous Committees related to public education; scholarship programs, advocacy for children and liaison with local, State and regional governmental agencies and bodies. He serves as the Legislative Liaison for the Clay County School District to the Florida State Legislature.
Farrell actively participates in and is Vice Chairman of the Northeast Florida Coalition of School Boards; the Clay County Chamber of Commerce; the Republican Executive Committee; Men's Republican Club; Middleburg Republican Club; and is an associate member of the Federated Women's Club.
Farrell, is a Certified Board Member and is a Master Board Member (Florida Association of School Boards). He is a graduate of Siena College and did graduate work at the University of Illinois. He is a retired officer - United States Army. Farrell enjoyed a long career in publishing, ultimately as CEO of a number of educational publishing companies. He has been married to Janet Starr Farrell for nearly 50 years; they have three children and eight grandchildren. The Farrells attend St. Catherine's Church (Orange Park)
