JACKSONVILLE, Fla.  --  Halloween plans are changing in Clay County because Somer Thompson's killer is not behind bars.

Somer was found dead more than a week ago after she disappeared while walking home from school Oct. 19. No one has been arrested in the case.

Now, some say they won't trick-or-treat, while others are not letting the 7-year-old's death stop them from living. "I'm going with my friends and stuff," says Harley Gulley, who was a friend of Somer's.

The 10-year-old is excited to be a pirate for Halloween, but realizes this year is a little different because Somer won't be with her.

Harley and Somer used to play together every day. Somer's death still hasn't really sunk in, but she said she is determined. "A lot of kids in my school have been freaking out. I said, don't do that because they'll think they are winning," Harley said.

While Halloween decorations dot some of the lawns, some parents say their kids will not be out trick-or-treating. "Not this year. I don't think anyone will this year," said Jeanie Burton.

But for those who do, the Clay County Sheriff's Office are stepping up patrols. The sheriff's office will have extra deputies in Somer's neighborhood as well as nearby subdivisions.

The Orange Park Police Department said it will be at full staff in neighborhoods, too. "We know there is somebody out there that is not too nice," says Chief James Boivin.

Parents said the extra patrols will help, but not change their minds. "Having more police out patrolling, that would help, but I think people will still be un-eased because you can't have them patrol every block," says Burton.

Harley won't be trick-or-treating alone. Her grandmother says an adult will be with her at all times Saturday night.

Harley has plans of her own to be careful.  "I'm gonna stay with my friends," she said.

Police recommend instead of going door to door, parents take their trick-or-treaters to fall festivals at churches or malls. They say there you have security and good lighting.
