JSO Recommends Suspension for Troubled Officer

JACKSONVILLE, FL -- An illegal u-turn at Monument Rd. and Tredinick Pkwy. started an internal affairs investigation which led to a troubled officer being disciplined again. The Jacksonville Sheriff's Office is recommending suspension.

Officer Gabriel Dobkin pulled the driver over at a gas station down the road. Dobkin said the driver was going slow, but he thought the driver was trying to flee.

"It was obvious to me that this individual Officer Dobkin stopped, in my opinion, he was not trying to escape from Officer Dobkin...that he was looking for a well-lit area to go stop," says Director Micheal Edwards of the JSO.

The driver told investigators that Dobkin was rude and aggressive. He says Dobkin even approached his car with his gun drawn.

"In my opinion, Officer Dobkin overreacted by drawing his weapon on this individual. When you have an officer commit a violation like that, what that does is destroy the trust that we have in this community."

It is not the first time Dobkin has been in trouble. In 2006, Dobkin was suspended six days for stopping to write a ticket before heading to an emergency call to help a little girl that was being beaten.

He was also written up in 2007 for insubordination. "It was obvious based on this officer's disciplinary history, and this particular case, that in my mind it warranted a suspension.

JSO says the latest case does not warrant Dobkin being fired, but next time the discipline will be more serious. "Hopefully, by implementing this 15-day suspension that will get Officer Dobkin's attention, as well as the other officers out there that violate our policy."

Dobkin can appeal the suspension. He is in the process of doing that right now.

He will remain on the streets and, if the suspension is upheld, he will begin serving it at that point.

Dobkin declined an interview about the case.
