JACKSONVILLE, FL -- The rain was feeling fast and heavy and the Matthews and Hart bridges were closed temporarily. The roadways to the bridges were impassable.

But on the Southside, near Beach and University Boulevards, the eastbound lanes were under water and closed. Police were forced to direct motorists, bringing traffic to a grinding halt.

Several blocks away, residents in the San Souci area were trying to keep the water out of their homes.

Kurt Nickel and Charles and Janice Martin live on Valens Drive. They say every time it rains their homes flood.

"We've been here since 1976 and it has flooded fifteen times,"says Nickel.

Janice Martin says she's had it.

"We've had to file two claims with FEMA and I can't file a third, what are we gonna do?" asks Martin.

They would like the city to do more about the drainage issue that affects their neighborhood.
