JACKSONVILLE, FL -- Andy Odom has lived near Eastport Road for decades and has never seen his property flooded so often. last August it was caused by Fay and this Northeast is producing the same problem.

"When you have eight inches of water in the backyard that makes it rough too,"says Odom.

There's flooding in the backyard and in the front yard. Odom blames it on a poorly maintained drainage system.

"If the city would replace the culvert near me and the one near the church I believe the water will flow better," says Odom.

So now he hopes that the rain stops so the water can recede before it gets to his front door.

"It is just beginning and the more it rains, the deeper it is going to get." says Odom.
