JACKSONVILLE, FL -- When Robert Oakes decided to remodel his bathroom, he hired Gary Sigman, a handyman.

"He said it would take a week," says Oakes.

In April, Oakes signed a contract with Sigman.

The handyman agreed to tear out the wall, remove the bathroom fixtures, repair the hole in the floor and install new walls.

Oakes says Sigman demolished the old walls and removed the old facilities, but that is the extent of the work. He adds he hasn't seen Sigman in weeks, and that he won't return calls.

"Hiring him was a bad mistake," says Oakes.

Oakes says he didn't check Sigman's references before he hired him and now he wishes he did.

Several calls were made to Gary Sigman, but he was unavailable for comment.

Oakes paid Sigman $600 out of the $1,000 contract and would like a refund or for Sigman to finish the job.

Oakes has filed a complaint with the Better Business Bureau.

This is the season for home improvement. Before you hire a service provider, check for a professional license, if it is needed.

Check at least five references and if permits are necessary.

A handyman does not need a professional license, but he should have proof that he has a business license.

Professional licenses are needed for plumbing, electrical, roofing and air conditioning installations and repairs.
