JACKSONVILLE, FL -- When Krystal Fowlkes met Melissa Biggins at a bridal show she was excited..

"She said she could deliver our dream wedding," says Fowlkes.

In January they signed an agreement. Biggins owns My Occasion,LLC and was paid $1250 to be the wedding coordinator.

But Fowlkes says over the months Biggins would ask for more money to pay for the various events and she would okay the deductions from her checking account.

Fowlkes says she was never suspicious. It became a problem when Fowlkes contacted the wedding photographer about an engagement photo shoot.

"He said he was never contacted by Biggins and was not available," she says.

That was the first of her disappointments.

When she contacted the cake company she was told that Biggins made a deposit of $100 but her check was returned unpaid.

Fowlkes confronted Biggins in her Regency Square office and Biggins agreed to refund the money within 24 hours. Even though she signed a promissory note, it never happened.

The police were called and a report was filed, but the police called it a civil matter.

Fowlkes says," They called it civil but I call it grand theft."

Fowlkes wants her refund and she doesn't want anyone else to fall victim to the owner of My Occasion.

Several calls were made to Biggins, but she did not respond to the calls.

Fowlkes plans to sue Biggins in court.
