DAYTONA BEACH, FL -- A former city commissioner and a local high school teacher are facing charges after being caught in a sex sting at a Volusia County mall. Police arrested former commissioner Mike Shallow and David Behringer, a teacher at Seabreeze High School, in a bathroom yesterday.

The two are among 9 men facing misdemeanor charges of lewd and lascivious conduct and exposure of a sexual organ.

Officials got a tip from a Sears employee that people were meeting to have sex in a second-floor men's restroom.

After further investigation, officials found out encounters at places like Sears were advertised on web sites like craigslist.com.

Also arrested were registered sex offender Douglas Benson, 48, and Ransom Peterson, 73, both of Port Orange; Edgar Millard, 73, of Daytona Beach; Sebastian Bach, 37, of Panama City; Larry Brown, 42, of DeBary; William Volage, 46, and Kenneth Halpin, 44, both of Ormond Beach.

Shallow and Behringer were both released from the Volusia County Jail on a $1,000 bond today.
