JACKSONVILLE, FL -- It was supposed to be a relaxing day at the beach for two woman sunbathing.

But a shady figure emerging from the dunes changed all that.

"My cousin said to me, there's a naked man approaching us and I thought she was joking and sure enough there was. And he came about 10 feet from where we were set up on the beach," the woman told First Coast News' Erich Spivey.

This woman doesn't want to be identified because the man is still at large. She says the encounter happened around noon Thursday near Wilderness Trail at Hanna Park. It's a place populated by families, even kids, and it's where the man starting performing a sex act on himself.

"My cousin began to scream at him that we were going to call the cops and he did see me going for my cell phone," the woman says.

That when the man bolted back up the trail and ran into the parking lot, escaping capture -- again.

"That was the most surprising element of the entire situation. When the police officer did respond he said to me, 'This guy's been at it for two years now. And we have yet to catch him.' I think the public should have been made aware of this a long time ago," the woman says.

There's no specific description of the man from police.

A park manager says the staff at Hanna Park is on alert and will immediately call 911 is they see anything suspicious.
