Former longtime Jacksonville policeman arrested on child-porn charges had lengthy disciplinary file

A former local police officer arrested this week on multiple child-pornography charges involving a 3-year-old girl and her mother has a criminal record in Clay County and a lengthy complaint history with the Jacksonville Sheriff’s Office, according to public documents.

Michael Eugene Williams, 59, faces his first hearing in federal court Friday on charges of seeking, receipt of and possession of child pornography.

According to the federal complaint, the Sheriff’s Office executed a July 7 search warrant on Williams’ mobile home on Normandy Boulevard after a tip indicated child pornography was being uploaded on a computer to be shared to Google Drive. A cellphone and computer tablet belonging to Williams were seized, and an explicit 18-second video of a young naked girl was found on one of them. More investigation revealed a Sept. 28 message containing a four-second video of a naked girl engaged in obscene behavior as well as a text message conversation with someone asking “Can you get a longer video of her.”

Investigators tracked the text to a Texas woman who was producing pornographic images of her 3-year-old daughter and texting them in exchange for money, the affidavit said. Investigators worked with police there to get a search warrant for her home. She told agents that she texted “an estimated 50 files,” some with explicit images of her daughter, to Williams. In return she said she received about $200. The woman was arrested by Texas police on state charges, according to the U.S. Attorney’s Office.
